Joseph Chamberlain announces the ‘unauthorised programme’

Radical Liberal Joseph Chamberlain gives a speech outlining his ideas for an ‘unauthorised programme’ at Hull, in which he reveals that every man could receive ‘three acres and a cow’. The latter slogan is influential amongst those seeking land reform in the 1880s and later amongst the Distributionists in the 1920s. Specifically, he argued in favour of the provision of garden and field allotments amongst willing labourers.
