W.E. Forster, Chief Secretary for Ireland, introduces the Coercion Bill

Framed to meet the growth of the Irish Land League, its provisions include enabling the Irish Government to arrest without trial any person ‘reasonably suspected’ of criminal activity and conspiracy. In his speech, Forster declares that introducing the bill ‘is the most painful duty’ he had ever had to perform.
