The act, primarily the work of Lord Selborne the Lord Chancellor, simplified the legal system by reorganising the English court system and established the High Court and the Court of Appeal. The act would also have removed the judicial functions of the House of Lords, but Gladstone’s government fell before this part of the act came into force and Benjamin Disraeli’s new Conservative government removed this part of the legislation.
