Sir Henry Campbell-Bannerman completes the formation of his minority government

The Cabinet was a skilful balance of the various factions in the party and included the imperialists H.H. Asquith (Chancellor), Edward Grey (Foreign Office), and Richard Haldane (War Office); the Gladstonians John Morley (India Office), Herbert Gladstone (Home Office) and James Bryce (Ireland) and the radicals Lord Loreburn (Lord Chancellor) and David Lloyd George (Board of Trade). CB proved an effective and collaborative Prime Minister and established what has been considered one of the strongest cabinets of the 20th century.
